Brinkley brings over a decade of public sector leadership and legal counsel experience to his new role. He previously served as the Deputy Director of Planning & Zoning and held the position of the county’s first ombudsman, where he advocated for equity and fairness for residents.

Brinkley's career spans 13 years in county government, where he demonstrated his leadership by overseeing multiple departments, and 15 years of legal practice in areas such as government, business law and civil litigation. Notably, his tenure as the top administrative official in Cooke County, Texas, Brinkley implemented initiatives that contributed to fiscal savings and improved public services, showcasing his ability to support sustainable development and operational efficiency. 

Brinkley’s background also includes experience in the private sector as a business development manager and consultant, where he managed public sector projects. Additionally, in his past role as Justice of the Peace for Cooke County, he upheld fairness and ethical conduct in legal proceedings. Brinkley holds a Juris Doctorate from Oklahoma City University School of Law, a master’s degree in public affairs from the University of Missouri, and a Bachelor of Science in political science from Texas A&M University.
