The Tri-County Council for Southern Maryland’s Youth and Young Adult Program empowers youth and young adults with high-quality career services, education and training, and supportive services for today’s advancing workplace.
The Tri-County Council for Southern Maryland/Southern Maryland JobSource Youth and Young Adult Programs serve youth between the ages of 16 and 24, not attending school, classified as low-income and one or more of the following:
- Justice-Involved
- Homeless
- Pregnant/Parenting
- Youth with disability
- Youth who require additional assistance to complete an education/employment program
- Compulsory school-aged youth who has not attended school for at least the most recent school year calendar quarter or more
- Register for Military Selective Service, if applicable (males 18 years of age and older).

EBV opens the door to economic opportunity for veterans by developing their competencies in the many steps and activities associated with creating and sustaining an entrepreneurial venture. Founded at Syracuse University in 2007, the program has since expanded to additional universities across the U.S., including Texas A&M, UCLA, the University of Connecticut, Louisiana State University, The Florida State University, Saint Joseph’s University and the University of Missouri. Operation Warfighter (OWF) is a Department of Defense internship program that matches qualified wounded, ill and injured service members with non-funded federal internships in order for them to gain valuable work experience during their recovery and rehabilitation. A program that offers veterans an opportunity to transition into a career in the federal government by applying their military skills and experiences to the federal workforce. The program focuses on transitional support, mentoring, professional development and foundational career training activities. Interns complete the program as a cohort, fortified by a built-in support system that mirrors the team environment and camaraderie that they experienced in the military. These relationships create a foundation for a lasting professional network throughout their career.

Division of Rehabilitation Services (DORS)

DORS partners with people with physical, emotional, intellectual, developmental, sensory and learning disabilities who want to maintain employment or become employed, by providing services such as career assessment and counseling, assistive technology, job training, higher education and job placement.
DORS also provides independent living services to individuals who are 55 or older and who are blind or have a vision impairment through the Independent Living Older Blind program.
DORS will assign a counselor who will talk with you about DORS services and find out if you are eligible for these services.
Many DORS counselors are specially trained to work with specific groups like high school students or individuals who are deaf/hard-of-hearing, blind or have persistent mental illness.

The Employed Individuals with Disabilities Program extends Medical Assistance health benefits to working Marylanders with disabilities. This program allows individuals to return to work and maintain health benefits for a minimal fee.
The EID Program, administered by the Maryland Department of Health (MDH), provides Medical Assistance (also called Medicaid) to working Marylanders with disabilities who meet a few conditions. Medical Assistance:
- Covers most medical services for individuals who have no other health insurance
- Saves individuals with Medicare $1,000 - $12,000 a year
- Supplements private insurance, paying for some services that the other insurance does not cover
To be eligible for the EID Program, you must meet all the following:
- Be at least 16 years old but not yet 65 years old
- Be working for pay
- Have a disability that meets Social Security's medical criteria
- Be a U.S. Citizen or a qualified non-citizen – see Immigration Status Requirements and exceptions
- Live in Maryland
- Meet the asset limit for the program
